The purpose of the scholarship is to enable a suitably qualified graduate to carry out, under the supervision of a member of staff appointed by the College, a program of study leading to a HDR.
Australian Government Research Training Program Scholarships (AGRTPS) (International) are specifically intended to support international students to undertake a Higher Degree by research at Flinders University. The AGRTPS includes an international tuition fee offset, a living stipend and Overseas Health Care cover.
AGRTPS is awarded to candidates who demonstrate outstanding aptitude for independent research. AGRTPS are considered on the basis of academic merit, academic research training and research indicators and performance.
In 2025, the successful applicants received the maximum number of points (25) for their publications, i.e., applicants submitted 5 publications.
The scholarship is tenable for up to 3.5 years for a Research Doctorate degree. Successful applicants are required to undertake full time study and must be commencing a higher degree by research in Australia for the first time.

- Inclusion of Research Training Program place (RTP), which provides an off set for tuition fees for up to 4 years.
- Establishment allowance (after arrival at Flinders) of up to $1,485 to assist with relocation costs and airfares, Provided receipts is produced by the student.
- The award provides compulsory standard Overseas Student Health Cover (OSHC) for the student, their partner and dependents for the standard duration of the student visa.
- The AGRTPS pays a stipend above the standard rate set by the Australian Government which is indexed annually. In 2025, the stipend is $35,010 per annum tax-free.
- Commencing HDR students and eligible continuing students will receive an AGRTP Fee
Offset. This provides an exemption from tuition fees for a maximum of four years at a fulltime equivalent student load for Doctoral students and up to two years full-time equivalent student load for Masters by Research students.

Awards will only be available to those who and:
- Are a citizen of any overseas country except New Zealand, and do not hold Australian citizenship, Australian permanent resident status or New Zealand citizenship.
- Students who commenced their higher degree by research in the previous year but who, due to the timing of their application for admission and subsequent enrolment, were unable to apply for an AGRTPS in that year, or, commenced a higher degree by research and terminated that enrolment within six months of commencement, may be considered.
- English proficiency levels in accordance with the English Language Proficiency Requirements for HDR Candidature at the time of application. Evidence of English proficiency must be provided when you lodge your application.
- Intend to enroll in an area of research concentration. These are areas in which the University has particular strength, has concentrated its research resources and has attracted external funding;
Selection Criteria

Selection of award holders will be undertaken by the Scholarships Committee based on and :
- Applications will be ranked according to the University’s Guidelines for Ranking Postgraduate Research Scholarship Applications.
- Academic merit and research potential.
- The University will give priority to students undertaking a higher degree by research for the first time.

To apply for an AGRTPS and FIPRS, you will need to first submit an application for admission to a Higher Degree by research (PhD or Master of Arts by research) followed by an application for the International RHD Scholarship Group.
Note: If you already have a valid offer for admission to a Higher Degree by Research, you no not need to apply for admission again.

Once you have completed a registration, you will be able to log back into that portal to complete your application for admission.
A Flinders student ID is created within 1 hour after a registration has been submitted – you will need to take note of this number.

Once you have activated your account, you will receive a Flinders Authentication Name (FAN), you can then submit your application for the international HDR scholarship group.
- log in to your OKTA dashboard via the quick links on the Flinders website
- Select Student System
- Select the My Scholarship tab
- Select the Create a new scholarship application button
- Select 2025 from the search and select the International RHD Scholarship Group.
How to prepare your application
Citizens of some countries must apply through an Education Agent. You will be notified if this is the case when you register to apply for a course.
- Confirm your eligibility – you will only be considered if you can show you meet all the eligibility criteria. Check the ‘Admission requirements’ for your chosen HDR course. Evidence of academic, Genuine Student and English language requirements must be included in your application. You will need to submit certified original true copies of all documents with your application.
- Demonstrate your eligibility– Prepare your Academic transcripts and your Experience statement as you did before contacting academic staff about supervision. Please note, Flinders University transcripts are not needed.
- Demonstrate your suitability – Prepare your Research Project outline: Please note, it may be submitted to text-matching software. Confirm an academic staff member has agreed to supervise your HDR project: save a confirmation email or letter from the proposed supervisor as a single file entitled ‘(YOUR SURNAME) Supervisor confirmation’
- Confirm any additional requirements for your application. Review the course rule and course information page to confirm what is needed.
Please note: Applicants must upload supporting documentation to their online application in any of the following file formats: JPEG, DOC, DOCX, or PDF. There is a 2MB individual file size limit or 8MB for pdf. To reduce a .pdf size, open the pdf and save as new document using the “Adobe PDF Files, Optimised” function.
Only clear legible scans will be accepted: Only scanned copies of original or certified copies of documents are accepted. Mobile phone photos of documents will not be accepted.
If you have completed the steps above, you are ready to submit your application.. Applications are submitted directly to Flinders University through the Studylink System.
Once your application is complete, including all mandatory questions and documentation, your application will be assessed.
